ZERO UNEMPLOYMENT- NOT AN ILLUSION

HERE IS MY ANSWER TO THE SO CALLED UNEMPLOYMENT PROBLEM OF ODISHA

All schemes should be bankable, meant for 6 lakh educated unemployed. Instead of subsidy, loans should be linked to higher credit, nomination facility and other performance-linked patronage. Steps may be taken to issue self-employment credit cards in the line of Kissan Credit Card with automatic credit rating and refinance provision. Schemes should have a growth-acceleration format so that within 5 years 25% of the enterprises grow into SSIs, 5% into L&M and atleast 1% as market leaders
Productive Activity : Entire Orissa may be divided into some 12/15 Micro Economic Zones according to the mass based resource utilisation potential, traditional skill, scope for skill development and marketability. Every zone must have a common, but wide activity circle. The govt should help to promote some decentralized core enterprises through local entrepreneurs for value addition of that common activity. The government should provide market link, bank facility, training and constant performance guidance till breakeven point. It will indirectly promote some supporting activities proportionate to the main activity and create an overall impact circle. The zones may be supported by different Product Routes interlinking the raw material-processing-finishing-market channels. 50% of the loans should be utilised in the commercial agriculture and food based ventures which has a wide home market, besides massive employment potential. Short term lease of idle govt lands may be given to youth groups for market-linked community farming.
Market : To give further boost to productive activities, the govt should help to develop some specialised wholesale markets in the proximity of the economic zones. Emphasis should be given to local traders under self-employment schemes to break the monopoly of outsiders who not only exploit the small producers, but also divert the demands at the time of need, causing market crash. To further expand the scope of the market, the govt should promote Unified Marketing Chain from Malkangiri to Mumbai under self-employment schemes. It can sustain 50,000-60,000 direct beneficiaries and 15-20% of the target investment.
Special Projects : The Mission should initiate some strategic projects under direct govt supervision and professional guidance, where a greater objective can be achieved by strategic facilitation and orientation. With the advantage of unique Sambalpuri cloth, garment manufacturing is a potential category which can provide direct employment opportunity to minimum 10,000 teams(1,00,000 persons) in manufacturing and 10,000-20,000 weavers, besides a possible 2% share of the Rs.54,000cr. Indian garment export market( ><1,000 Cr.) over a period of 5 years. The govt only needs to link it to advanced dress designing, quality control and aggressive marketing.
5% of the target funds should be earmarked as Venture Capital to promote talented youths with outstanding marketable ideas and skills..
Self-employment schemes can be very useful to promote new Integrated Tourist Circles with 5-10 spots in each circle. Tourist Home concepts, instead of hotels, can be worked out in the Tribal Tourism, Cultural Tourism, Eco-tourism and small Religious Tourism destinations. Welfare sectors like health, education, communication, minor irrigation, environment, e-Governance can be developed under self-employment schemes in government-youth partnership.
Zero Unemployment Model : We know we cannot make whole state unemployment-free overnight. So, the Mission should take up 2/3 Zero Unemployment Models in different regions of the state under Mo Odisha, Mo Bhavishyat, if the state government is sure of its policies and programmes. These Models will be the laboratories of the Employment Policy and a practical test for the Employment Mission. If the government can not deliver concrete results at the grassroots, it should not keep the people in illusion.

Hi param,
Your ideas are great and visionary and draws the broader framework. But the finer details on each and every sphere needs to be worked out. For that specific industries and area-specific solutions need to be conceived. your proposal in the garment industry is a good start..There are others like agro processing..
Lot of agricultural produce go waste since the farmer can't find the market at the right time.
One can work on creating industries which can process these fruits and vegetables which go waste otherwise. Mango Pulp,orange squash etc.. while these will provide employment to people who are technically employed in farms but not actually employed. Specific regions can be identified in Odisha and solutions can be discussed....

Hello,
The idea is good. but in my point of opinion, for solving this problem first we should do something to change the mind set of our Oriya brothers and sister. Evenif now also people feel lucky to get a govt. job and they run behind it. Feel proud on doing a small private job. but no body thinks for self employment. i mean creating a firm, taking advantage of agriculture products, etc.....
